90% of $5 Billion EV Charging Funds Frozen: What’s Next for America’s Electric Highways?

The National Electric Vehicle Infrastructure (NEVI) program, part of the 2021 Infrastructure Investment and Jobs Act, aimed to distribute $5 billion to states for expanding EV charging stations. However, a recent letter from a Trump administration official has put a halt to this initiative. The Federal Highway Administration has rescinded previous guidance and suspended the approval of all state EV infrastructure deployment plans. This means that no new obligations can be made until new guidelines are issued and state plans are resubmitted and approved. States can still use about $400 million of the funds already obligated, but this leaves nearly 90% of the funding in limbo. Some states, like Alabama, had already paused their implementation of the program in response to executive orders from President Trump. Alabama, for instance, closed its application window for funding that was due on March 17, 2025.
