The Biden administration allocated $27 billion in environmental grants through the Greenhouse Gas Reduction Fund, established by the 2022 Inflation Reduction Act. Of this, $20 billion was directed to eight nonprofits, which had limited experience handling such large sums. The funds were split into three parts: the National Clean Investment Fund (NCIF) and the Clean Communities Investment Accelerator (CCIA) received $20 billion, while the remaining $7 billion went to Solar For All. The EPA moved the $20 billion to Citibank, away from Treasury oversight, in a novel arrangement labeled as “non-exchange.” This allowed the funds to be disbursed in lump sums rather than over time. The EPA set a deadline of September 30, 2024, to distribute all funds. The Coalition for Green Capital received $5.1 billion, and the Climate United Fund was awarded the largest grant of $7 billion, spending $311 million on three projects, including $250 million for electric trucks. New nonprofits with political connections, like Power Forward Communities with $100 in assets, received significant grants. The EPA’s inspector general described the system as “fantastically complex,” akin to an investment bank.
